1863 is for a 68L & T, or 72-73 T,E,S.
I have a feeling your dizzy might have been re-curved for the RS application which might be how the confusion has started. I don't know what the product number is for the RS dizzy or what rotation it has.
Sorry I didnt get a chance to get pictures of the install, tried tonight but the battery went on the camera so i took the spare indoors and got a picture of the plate. All i can say is that my vaccum advance is orientated the same as yours, my distributor spins clockwise like yours, and the points pivot hole is in the same place as yours, and i have a 184 series dizzy. The plate you have is clearly obstructing the advance mech.
I've done some stuff to your picture which might shed some light, hope this helps.
