Horn and Hazards power?

Both the horn and hazard lights have stopped working on my 1969T.
I have spend some time checking fuses and all relays and they all seem to check out okay (the indicators work ok). What seeems to be the problem is a lack of power. Both the units seem to get there power via fuse 5 (of the top fuse panel) and when I supply power directly to this fuse from the battery everything works fine. The question is where should the power be coming from and what do you think has stop things working?

On a '72, the power to the horn relay comes from fuse 2
Similarly, the power to the hazards switch comes also from fuse 2
