1976 seat rails - seat handle spring (how to)

easy question for you all,
I removed the seats so I have access to replace the spring of the seat rail handle shaft (see photos).

Any guidance on how to pull out the shaft handle from the hinges and remove/replace the broken spring please?

looks like the shaft is spot welded on a hinge type bush in 2 positions. I don’t see any other way to remove the shaft and reach the spring.
any ideas?
