Why would that picture be taken?
Why, if genuine, would it reach the public domain?

Sure it's not a fake?

It’s from a police RPU (traffic unit) which regularly posts images of cars that have been pulled, with the back story and the outcome (in most cases no licence, insurance etc) as a warning… In each case, reg numbers are blanked out.

I’m not familiar with that particular euphemism but have no doubt that it is accurate
