Sheared captive bolts in knee pads.

Any suggestions how to fix two of these sheared bolts in the knee pads?


They appear to be fixed into a metal bracket which is moulded into the knee pad. Currently I'm planning on cutting the bolts out with a spot weld cutter and welding new threaded rod back in, while doing my best to protect the knee pads from burn damage.
