I've probably not thought it through, but is there that much of the car and the tech that is nadgered by the water? The bodyshell? The motor and box? You could probably salvage brakes, wheels, glass, panels and maybe some of the plastics, but the rest is toast.
Not an expert but my understanding is you need a breaker's license to buy a Cat B and you're then required by law to break up the car unless you can get the Cat B rescinded by a new assessor. Don't rule out that there's a scam going on here where they Cat B it, sell it to a mate, who then gets the Cat B rescinded. It got flooded up to the windscreen in July while in one of their storage

It also they overnight like that before anyone realised.
River burst its banks and flooded a storage area apparently.
