That photo looks to be taken in the Phoenix Park in Dublin, and the car appears to have a Northern Ireland Registration Number.

If you are talking about the Merc, the IIA prefix indicates a car registered in Munich, not Northern Ireland.

Stuttgart was IIIA and as Porsche was involved in their development and construction, many prototype beetles are fitted with a IIIA number plate.

I have no idea on the location but i think Dublin is unlikely to be honest. That obelisk in the background looks more like a chimney that the monument in Phoenix park.

Perhaps this 3rd photo in the series showing a bit more background helps.
