Oil tank refurbishing

Hi everybody

My oil tank seemed needing just an externally degreasing but it's a mess of old oil and ugly coating never catalyzed...

So normal chemical hand polishing or metal brushing is ineffective... It seems to mix glue

I'm thinking about high pressure water blasting...avoiding sand and other chemicals...

Any other opinion? Whats the oil tank made of? Steel? Copper?

When we did ours we bunged/sealed the openings and then Aqua blasted it, seems to have worked well and then powder coated
