To me, those white blocks look like ceramic resistor heaters. Looks like an attempt to generate some extra heat out of the fresh air blower. I very much doubt it would work.
Yes Nige, they could also be replacing the bimetallic spring type resistors in the base of the heater that control the fan speed. Where did the wires go to before you took the unit out?
Yes they must have been put in to replace the original fan speed resister although why two? clean and lubricate the bearings while you have it apart they do make a horrible noise when dry.
