Very difficult to tell from the photo but based on the location and two bolts design it looks like a sway away adjuster (or another similar version)

The top bolt should pass through a block which is not part of the other "cage" that the bottom bolt passes through.

To change the height, the two lock nuts are loosed and the bottom bolt is tightened up (undo the lock nut as required). This will push the top bolt and block anticlockwise (as viewed from rhs of beam) and raise the ride height. Do this with the front end jacked up to take the weight off. To finish secure the two lock nuts. Match the settings for both adjusters. Handy PDF below.

Also remember that the front alignment will now be screwed up (wheels will toe out probably).
