so what exactly is the RSR ? Is it the chassis number + a few bits that have been sold ? .. I assume with the idea of 'creating' the penske RSR ???

I doubt whether the chassis could be considered a 'small part' or the engine/gearbox, etc? Unless we're reading this incorrectly I would say chassis identity plus maybe what, the tacho? the steering wheel?
Maybe we should give Mr. Starkey the benefit of the doubt until someone fills in on some details...
