Front Bumper Brackets on a C

Well im finally getting some work done on my C project (i thought i would have had it done by now - hmmm that was a little optimistic!)

Ok i need some help on the front bumper brackets. My pair have this funny extra bit welded to it. What does it do? Which way to they go? Should i just cut it off?

Im assuming for the minute, that the braket with the extra bit, goes to the right of the left pair (if you are looking from the back through to the front of the car, and calling the passenger side the left).

Here are some pics, please guide me! I have no idea what its for!

At a guess its a spotlight bracket.

ok that a start, i better not cut if off then LOL!

Keep the replies coming, im still scratching my head, but i'll have a look in my basket case boxes for some spot lights!
