Personally I would say no commitment and no faith. Both myself and a friend have spent every penny we have on our cars since ownership and I bet there are plenty of other owners who have done the same.
Sell the car to someone who will get it on the road.

He says he has no time to do the work, well guess what neither do most people. Anyone could find an hour a day if they really wanted to though - a bit less sleep never harmed anyone.
