I am a solicitor but it’s not my area. If they were SOR then you could say he has satisfied one part of the contract - he did actually sell the car(s). He hasn’t satisfied the other part which is paying the money over. In the normal course of events I would say that is a civil case - they sue him for the money.
I’m guessing what makes it fraudulent here is that the chain of events shows he went into each of these agreement knowing he wasn’t going to pay them out.
Therefore I would suggest that would be classified as obtaining property by deception - I would suggest maybe it doesn’t qualify as theft because the owners willingly gave him the car for a purpose. That’s not to diminish the serious of what he did but just that it comes under a different category.
Like I say it’s not my area of law and it’s nearly 40 years since I had to study this stuff.

Get caught do some stir keep your nose clean and have an 18 moth or so holiday at the tax payers expense. Then come out to a nice pension pot!

Probably. At least he got some bird tho. Unlike anyone from the post office / grenfell cladders / PPE / OxyContin etc.
I think the two companies went to the line almost within weeks of each other.
All that is under the bridge, just need to see the second one hit hard too.
However, I just feel they both will be as free as a bird in months, not years.
Petty crimes compared to the heavy stuff like the Post office etc as above, but much easier to prosecute, the big sharks are to hard to deal with esp with politician's involved.
