IDK but .... for me a race is part of a (moving) bearing (needle, roller, etc) and a boss is a fixed piece, so I'm with the internet on this one.

its a bronze bushing, that locates on the brake boss on the frame / fork ( well thats what I call them )

Bush for sho! When installing new they usually need reaming with a reamer for a perfect fit/size.
The whole part I would call a cantilever brake arm.
