Are 1970 seatbelt captive nuts useless?

That should be fine as the retractor is low down and you have a running loop high up on the B post.
The mounting for thr retractor reel is not a regular feature of a 1970 MY car.
They were welded in under the paint, never unused and plugged by an original looking bolt. Maybe it was a feature on USA cars?

I would say all LWB 911's have the mounting point for retractable reel. From 69 to 71 the Autoflug reels were an option besides the more standard 3-point fixed RePa seat belts (country depending). For MY72/73 the RePa/VW retractable seat belts were offered.

thanks. seems reasonable as the 7/16 UNF is perfectly placed there. If you ever have cause to use it - be aware there is a capping bolt inserted from the outside! It took me a while to work out why it the nut was so shallow.
