Thoughts on welding up slots in floor (drain holes?)

Not sure if all early cars have the slots in the floors (illustrated in my photo. That's not the final finish by the way, thinking epoxy).
Eventually, the floor will be covered in the bitumen sound-proofing, so I am wondering whether it might be a good idea to weld up the slots completely to keep moisture out (lot of work obviously, and will kill the underseal on the bottom), or just tack weld them in a couple of places, and-or just sealant them up.
What are peoples thoughts on this - what did you do on your car please?
