Julian Reep - not the quickest (largely due to work load) but very good.

John Ostick or JDO Instruments. He's fast but you'll need to buy new chrome bezels and they're expensive.

I'd also echo Julian Reap, but he's busy and some things he can't do.
For a total service, including a voltage conversion, re-making difficult parts etc you might be better placed to pay a bit and send to the US. North Hollywood Speedo or Palo Alto Speedometer are the go-to people and from my personal experience have a relatively fast turn around time.

I have used Julian Reap and North Hollywood Speedos - I would use the later every time.

$.02 worth:
If you're willing to ship out to the U.S., I'd be hard pressed to think of anyone better than Hollywood/Palo Alto Speedo.
By the by, I've listed them this way because one bought the other some years ago, but before or after, both are at the top of the game.
Of course, neither's services are cheap, but the upside is that neither is the work.

I've used North Hollywood Speedo for ~15 yrs with excellent results every time.
I've also tried most of the UK-based (& several European) companies & haven't found any able to match the quality/service of NH Speedo ...
