Front shock absoerbers

Following on from my earlier query re- Koni shocks, is oil mist forming on the outside of the strut an indication that the shock inserts are u/s?
I have been told that this not unusual and doesn't necessarily mean the shock is u/s, I have tried the usual "bounce test" but am not 100% convinced one way or the other and doesn't seem too bad on the road but do get some kick back through the steering wheel.
I don't want to go to the expense buying new inserts if it's not needed.
