73 sports seat - what is the correct finish?

What is the correct finish for the hinges on these sport seats - painted? powder coated? Matt / gloss? Happy to do my self but if anyone knows a firm that would refurb the metalwork and poss replate levers. nuts & bolts etc. for reasonalbe money please let me know.

The hinges should be black 'crinkle' finish for 73.

Any idea of how to get that "crinkle" effect??

I'd say it's actually a 'speckle' finish rather than 'wrinkle'...

I've managed to get a reasonably close approximation in the past by spraying the hinges black & then using a paintbrush loaded with paint to 'flick' specks over the surface.
