Horn sounding problem

My t-5 has been sat for two years and now the horn sounds when I turn the wheel. All new parts fitted and everything looks in place. Any ideas on how to stop this?
I have just fitted a new rubber horn cough to the button, so the three screws are tight and in place with washers. The cancelling ring is in place.
The spring and split dished shape washer is there too.
Earth strap is tight and not hitting anything in the steering box area.
Nothing has been bent as car has not moved in two years.
It all worked, and still does, before being laid up for engine work so no wiring issues that I can think of.
But horn still sounds when I turn wheel.
I see in the registry book that one owner fitted an end rod boot over the steering wheel nut so I tried insulation tape over the nut, but nope that didn't work.
I cant think what else to check or try. I suppose I could try another horn contact
