I'd go with the second - being a simple L-shape means you can bend it back the optimal amount for *cough* aerodynamicism.

I think I am correct in saying that the type in the first picture are more often used on earlier PreA and A cars to mount the plate above the bumper.

I believe you are correct, I have seen this in numerous images.

I think they could possibly be turned the other direction and used under the bumper.

However they are a lot more expensive than the others.

The other set will need a bit of fettling to get right.

They have a pointed section at the top which is attached to the bracket, this would need to be removed or it would stick into the paintwork.

Here is the bracket.

Unless you have a nice bumper to screw the plates onto I reckon stick on plates would be the best bet. Just forget about anything aluminium, it will break. I'm not running bumpers (I didn't get any with my shell and I couldn't afford new ones) so my brackets are chromed 3/16th steel held onto my similarly thick Cibie light brackets with M8 stainless bolts. They won't break. So if you are making some go for steel - thick - big bolts - no worries.

I do have bumpers, I plan to attach to the bottom of them.

I believe the brackets I posted above with the serrated section will not work.
They will require too much work to make useable and in the end the only part left would be an L bracket.

The serrated section would have to be removed from the bracket section to avoid damaging the paint.

The easiest option would be too buy the other brackets or make a bracket, not the hardest job in the world.

Here is mine. Cost nothing, uses existing drain holes and you can pre-bend the 90deg ally to suit the desired angle of the 'plate. I added some tape between the bracket and the bumper. No way it can break and there is no vibration of the 'plate. The red is the edge of the 'plate.

Only my opinion on fixings and placing. When I bought my car in the sixties it still had the original black and chrome lettered registration plates on the car. I changed them for same size and shape aluminium ones in the mid seventies after trying and then removing the yellow and white reflective stick on versions I put on shortly after buying my car.

When I put the Aluminium ones on the front I used the same holes on the front to secure. These two holes were drilled through the rubber deco strip on the front bumper and secured with nuts when passed through the bumper. Sure the deco strip and bumper has 2 small holes but the plates have never moved and they look fine to me. The back ones are square as the original ones were again using the same original two fixing holes.

Eric - this is the bracket in (note) 20mm ally, slightly bent less than 90 degrees and drilled to fit existing drain holes and plate bolt positions. Body colour would finish the job. Has been a very strong mounting over the last few years.

I have just spoken to a guy I used in the past who made small stainless steel boxes for me in the past for old windows.

He is making an identical bracket to yours, very simple but effective, some I have seen over the last few days are very over engineered.

One I saw clamps to the lip of the lower bumper without causing any damage or the need for holes.

It looks very nice and engineered, however the cost of $210 dollars makes it a very expensive number plate bracket.

Well done Eric. I used the existing drain holes in the B bumper. I just threaded them to save using a nut.

I made the bracket over the weekend and have mow fitted it to the bumper using the original 2 drainage holes.
There appears to be a further 2 holes under my bumper also.
As suggested I used aluminum, 8 inches long, 20mm x 40mm.
I used small rubber washers between the bracket and the bumper.

Looks fine Eric. Cheap and non-intrusive.

Here is the front number plate attached, I'm pleased with the result.

A simple bracket which cost next to nothing to make.

I placed the rear on today also, I was going to use the small bracket to a fix the plate however I didn't like the plate sitting high of the rear, I opted for some double sided number plate tape which holds the plate nicely in place.
