It is not trying to be anything but honest.
The crunch is the registration.

Period reg looks right, looks nice etc.
Imagine the same car with a Q and suddenly it is a kit car, the charm has gone.

30/35k is suddenly a difficult sell.

I think this MOT exemption is a poor move. I have an early Harley Davidson motorcycle that being manufactured in 1948 most certainly does not require mot testing but I do get it tested each year because it is just an assurance that everything is right and working OK. I do carry out all maintenance required on the bike but I'm not perfect and I believe it's good to have an expert give it the once over each year.

How will this affect the importation of classis cars that require a an MOT to register. Will this mean that if the car a has been modified or had an engine swap as most 356's have ?

If outside the 8 point rule could you have to comply with current spec, air bags etc ?

Could you loose the 5% importation tax concession for historic vehicles ?

If a car has had extensive body repair with non OEM panels but to original spec how would that be viewed ?

How would that differ from a 550 replica but with a new ali body to original spec ?

There are lots and lots of questions, and I fear little opportunity to get them answered in detail after May.
The biggest threat to your car's registration and possible IVA testing is the modified shell.

Rust repair is ok if the repairs use the original materials/construction methods.

Thus rust repair by steel and welding is ok, BUT there is a real trend now to bonding panel on, so I expect that to fall foul of the points system, but who will ever know or check?
The MoT is the closest any independent examination is ever made, and the car is exempt of that!

On a personal note, might be of interest to a few on here, is I wrote to my MP about the modified classic car issue (points system) and MoT exemption.

My MP is in the Cabinet!
He has a Mk1 Landie but has said he was not aware of any of the issues I had stated...
However, as he has a vested interest, he will seek clarification with the appropriate ministers and come back to me.

This has only taken a week to come around, so impressed he has picked it up.

It will be interesting to see what happens.

Graham... I very much doubt your MP will be able to answer any worthwhile questions, but who knows. And he wasn't even aware of any of this... :roll:

I now have the name and contact details of the person within DVLA/DVSA who MAY be able to clarify what is acceptable as far as a 911 shell is concerned. More anon.

To answer David's questions:
If the car is not modified from stock other than restoration or a simple engine swap, then not a problem.

If outside the 8-point rule, you don't need anything like airbags! You would need to get it through BIVA or, if professionally built, IVA.

Loss of 5% tax is possible.

Repair/restoration to original is not a problem.

A 550 replica is just that - a replica, a modern interpretation. It falls into the same category as a kit car = IVA.

Your MP won't know and won't/can't answer. However he will send it to a colleague who is responsible and forward the answer. My experience is that this process works well, but the answer is what the official answer is. If that makes sense? Be interesting to see what comes back. My experience is that it's hard to get anything other than the party line sadly.

But it's not a government thing - it's DVLA working on an EU/UN directive. There is no colleague to give an answer – the only answers can come from within DVLA/DVSA. These are the people who will dictate what can and can't be done to a particular car, with each case taken on its individual merits.

It's unlikely to get any attention at HoC level, especially over the next few months. Can you imagine a debate on what constitutes structural panelwork on a unitary body design, or which parts of a chassis can be removed to stay within the 8-point rule? Nor me...

I just wanted to use every channel open to me as a British citizen, and at least I got a letter.
There is no 'door' to knock on at the DVLA, there is nothing yet on the DVLA web site except actually registering these 'odd' cars, ambulances, armoured cars etc.

The classic cars caught -up in the modified issue do not readily fit into a set category from what I can interpret.
Roll-on Nov or before.
