I have discussed this issue with several classic owners and one specialist.
The MoT exemption is condemned by all.
The Modified Classic farce is equally confusing and many simply were not aware of the issue at all (2 have significantly modified cars).
Equally, they have no idea if their mods are significant or not.

The advisory info coming out in November will not define this wording, so goodness knows what will be said.

The local classic car specialist (Triumph TR range) was disappointed I had cancelled the painting of the 911 in Nov, £7K out of his pocket and the business of 5 people.
The government would be proud of this.
The owner fully understood, but was not that aware of the details.

There is a double page spread in Classic Car Weekly this week on the MoT and the Modified topics.

Of the 2200 or so replies to the DVLA 1200 or so wanted to keep the MoT requirements as they are, so the Government decided that the MoT should be exempt!

I've calmed down a touch now until the November document breaks ground, and then I'll know where I stand. (won't I?).
My 911 is taxed now for a year, so presumably I won't be asked about the mods until then.

The head man in the government is Sir Greg Knight, chair for the Parliamentary Classic Vehicle Group.
Sounds as if they care!

To quote the government from the article:(Modified cars)

' Vehicles that have been substantially changed, regardless of their age, will not be exempt from annual roadworthiness testing.
We do not propose to set out in legislation a definition of 'Substantial Change' but will be including this in guidance so that it can remain more flexible and responsive.
The exact wording for this guidance will be discussed with stakeholders and relevant bodies and published consequently'

You won't get it changed. It is a key part of the new system. The MOT exemption is a clever way to put the onus on the owner of the vehicle to tell the truth or lie about modifications. Either way, you will be expected to prove its eligibility for tax exemption or not. It's a way to catch the people who until now have been using historic status as a way to build hot rods and kit cars using the identity of vehicles that, in many cases, they were not entitled to.

I contacted the Modified Register of PCGB. They were unaware of the changes to come into force in 2018. Sorry Keith I suggested Ralph contacted you as a knowledgeable person.

I contacted PCGB headquarters recently for some archive information. They asked me if I'd like to join the club AFTER sending me all the information.
I reminded them I've been a paid up member for the last 32 years!
