It's a 1962 MY - new taillights (but early licence plate light) came in August 1961, and in general it's identical to 1963 MY except for one thing: the Wolfsburg crest is still retained on the bonnet just above the handle. 1963 models didn't have the crest...

That car looks to be the same model year as the Herbie car, so it's probably a '63 if I'm not mistaken.
