In the past I've used a Stanley knife blade to scrape along the raised edges followed by cleaning the exterior using a Brillo pad & hot water - didn't return it to looking new but made a significant improvement.

I would leave it to soak overnight in a bleach / warm water mix - that often works well.

If in doubt, I reach for Jiff (or Cif for the young’ uns). The light grit in it seems to fix many a problem…
