If I understand correctly, the main issue is that there's zero chance of this (old) car, or any old car, passing the IVA. Injection pumps do leak, even after refurb... worth a close look at every seal on the pump itself. From memory there is an external oil seal on the main shaft (the one driven from the engine via the belt) - I'd probably start there, if all the hoses and their couplings are OK.
