I imagine it’s a small exemption for ex-police cars & similar, where they are modified when new?

That looks suspiciously like a VW beetle driveshaft (laster version has the pair of ridges to locate the inner end of the CV boot). Those are 415.5mm long and 33 splines. They take a CV with a 24mm wide inner cage so total length of spline is 27-28mm.

Not sure about this particular coil pack….
But “typically” modern coil packs fail due to overheating and often that’s because the spark plug has a wide gap (silly long service schedule) and the coil is straining to fire it. Last time I had a coil pack go, the plug was definitely due a replacement.

Step1:
Check what the DVLA will say if you send them a V5 change to the capacity & cylinder count, and then if you think it’s likely they will ask to inspect the car, will they consider it a non standard chassis (welded engine mounts) and a modification under the rules.

Poor layer adhesion. Either the printing temp was too low or the cooling fan running to high. Looks like it was printed with 100% infill which would be the right setting but the mounting flange shouldn’t have been brittle. Although if you torque down hard enough on plastic it will crush.
