1970 - what's in this hole?

What's inside this hole behind the bonnet latch? I'm sending these to envirostrip but there seems to be a fibrous material in here which I assume is going to be dissolved. Is this gonna cause me any problems, like is it holding the captive nuts in place?

The large hole?
Its for the latch bolt to go into when its adjusted

I see what it's for but it's lined with a black fibrous material. Is that material doing anything important?

It’s in there to trap moisture and not much else
