How do I clean these wheels?

I've tried soap and water, normal metal clearer, WD 40 but no luck? Any ideas how to clean/shine the metal strip?

Not a lot you can do IMO as that's under the anodising.
The only thing I can suggest is repeated light coats of Vaseline (petroleum jelly) then buffing with a soft cloth.
Over time this might improve the appearance - but don't expect great improvements ...

they look like repro wheels? looks like there is corrosion under the laquer, only way to fix it is to remove the old laquer, polish and re laquer

I agree. Doable DIY, but it looks like the black paint is flaking too so it might be worth getting them done professionally.

Those look like Gasburners, but not sure if your wheels are originals or repro's.
Aluminium or Magnesium?
I would sand them and repaint/respray the black and I would spray the 'polished' parts silver/aluminium.

Does it say heritage above the crest on the centre cap?
i have those, bought from jbm wheels? and mine are starting to go in a few places under the clear on the rim. mine is garaged too.

If they're magnesium no paint will last. There's something in the mag that makes painting impossible. Only long term solution is to re-anodise professionally.

Finding it quite hard to see as photo is quite blurred.
but i have had very good results by using scrunched up tinfoil lubricated with washing up liquid. Do not use the foil on the black bits.
