Black coating on inner front suspension turrets

So what exactly was the black stuff they put on the top of the inner strut mount anyway?

Was it all one coating or was there ordinary black paint like is sometimes seen around VIN plates plus then some sort of sealant which is what gets gnarly?

No doubt covered before but can't find it.
