Looks like FGW 8C or FGW BC
I have the former in my list, but it sure looks like the latter.

I had FGO 8C and that's in Germany in the same state we stripped it in.. only with 80's SC seats and 80's BBS style wheels on it.. He was asking E25,000 for it..
