Repainting Fuchs

Hi all

The guy that had my 82 before me decided that polishing the Fuchs was the mutts nuts, I am less certain of the sense in that. I want to paint them but leave the rims and the petals shiny.

I am sure there will be a million threads like this, but I can't find an easy way to search for it, can someone point me in the direction of getting a good painter or is there a thread on painting them yourself. I have a lot of painting experience but I am no expert :-(
