Tractor tyres

Hi guys
I don't have a tractor and have never posted in this section but wondered if you could answer a question for me?
My dad's first job was as a "fit in the field" tyre fitter and recalls tractor tyres being part filled with water before air pressure was applied. He says the reason was to keep the centre of gravity lower and make the tractor safer when working a sloping field. Since wheel balancing is not an issue in a slow moving vehicle his theory make sence to me. However, I work with a guy that restores old tractors (John/D's and Massey/F's ) who says this is rubbish.
So is my pop's right? Have any of you found a barn find with tyres half full of water?
