OK, according to DVLA, unless you have proof in the form of a receipt and title showing a complete vehicle, you won't be able to get it registered as just a shell. It will need to be built up first. Wouldn't have to be drivable to get NOVA cert, but unless you can provide paperwork to show it's a proper vehicle at the time of registration (sales receipt and title) then DVLA would want it inspected.

I do have proof of a complete vehicle by way of a very comprehensive receipt detailing everything about the car including it’s overseas registration number, owner, address, all relevant vehicle numbers and including a registration document detailing the previous ownership history and a signed legal deed of sale witnessed by an independent individual providing an official transfer of ownership and export. The vehicle was registered and running on the road in the overseas country until just before I bought it. This is all documented on an official Transport Agency form issued by (I presume) the equivalent of our DVLA. Nowhere does it indicate this is anything but a complete vehicle.

From experience:
If your overseas reg doc is government issued and includes year of manufacture, this is the main doc DVLA cares about. If you have that, NOVA and the V55 you have a decent chance of DVLA just issuing a V5. Proof of age is very important to DVLA.
If it’s more complicated than that, or you are unlucky, DVLA may request an inspection. If that happens the letter will explicitly say they will only inspect a completed car. So you are out of luck until it’s finished.

Side note - for my Australian import, despite good paperwork, they initially asked for an inspection. In covid times, no chance of an inspection any time soon, I haggled them down to a video. They still wanted to see a complete car and specifically asked me to show engine, interior, etc)

I will be able to gather all these documents together. Did you send the originals or copies of the overseas documents to the DVLA in your first attempt and did you get them back successfully?

Originals. They don’t accept copies...
DVLA kept the overseas reg / title doc (which is policy, not an error, I believe).
Everything else came back ok.

Yes, Richard is right - they do keep the originals (in theory sending them back to the country of origin). Shame as you lose part of the car's history. They overstamp other documents with the new reg.

Just to say my recent registration of the E Type went very smoothly....at the time of submitting it was..and still is an incomplete car
I did not mention this as nowhere on the form does it ask
There was no request for an inspection
All of this was done just before/during and issued just after Christmas 2019

Clearly a hit and miss affair with no true procedural standards

I recommend taking high quality colour photocopies of all documents prior to sending them to the DVLA & always send everything via a signed for/recorded delivery service ...

I agree with JP that it does seem to be very hit and miss and who you get on the day.....

....I've had a very helpful chap from the Citroën Car Club provide me with dating letters. One registration was rejected as they weren't happy with his letter, I asked again for his help although rather than clarifying anything he returned a scathing letter to the clerk in question pointing out he was the DVLA Liaison Officer, highlighting the error of his ways and that he had never had one of his letters questioned in the past!!!......I feared my registration application was dead in the water although it came back accepted in double quick time! :)

On the whole I think the DVLA are pretty sound and helpful......hopefully they'll be accommodating with my recent request :wink:
