What attaches to the floor under the handbrake?

What attaches to the floor under the handbrake?

Separating the floor from the centre tunnel, it looks like there's a bracket attached to the floor, inside the tunnel, right under the handbrake. Any advice what here attaches to the floor? I'm reluctant to pry it away or drill out the welds until I know what I'm messing with.

The car's currently on ramps with the handbrake on.

On my car it wasn’t welded to the floor. Just hovering above it. Floor was the original.
