I would sand them and repaint/respray the black and I would spray the 'polished' parts silver/aluminium.

That sign is always removed and only put back during Revival (when Porsche occupies it).
Last year it also wasn't present during the Flat6 event (nor Members Meeting).

It looks like the central (chronograph) second hand originally was orange. The (possibly faded) orange has been painted white later.
Can that hand be repainted orange again, or is that not advisable?
