It's manufactured date ... nothing to do with registration. Or at least till now that's the rule ..... my 73 model E was first reg in March 1973 , but is tax free, since it was built in last days of 1972 !! Possibly why they have changed the cut-off date ???? Registration date is easier and cheaper...
